The next thing you should look at is Google PR (PageRank) of the linking website. The higher the Google PR the higher the link value that will convert to higher rankings in the Google search engine.
Now, the internet is an ocean and finding these websites, PR them on Google and emailing them is a tedious manual process. You can do this, but it may take years before you build up good link popularity.
